Tracking issue for ProtoUtils.marshallerWithRecursionLimit being experimental

#10094 adds the possibility to configure the recursion depth limit during protobuf deserialization:

• ProtoUtils#marshallerWithRecursionLimit
• ProtoLiteUtils#marshallerWithRecursionLimit

• Tweak Javadoc: “Any negative number will leave the limit to its default” → “as its default”
