2.6.0 makes read_session optional to rows() (used in pandas connector).

BLOCKED: wait for a few versions of google-cloud-bigquery-storage before bumping the minimum.

(TODO: I still want to figure out how long it takes people to upgrade naturally so that we can set some data-driven policies around deps upgrades)
