SharedDictionary functions are not covered by oss fuzz #1175
Description
From a recent Fuzz introspector report we can see that functions that were added for the SharedDictionary feature are not covered.
I have a working prototype of the fuzzer with improved coverage and I'm ready to open a PR soon if it makes sense. Do you think it's useful? I'm talking about extending decode_fuzzer.c.
