Owner of a volume unable to change owership of files/dirs to its own subuids

Hi guys.
My specific case - most likely not unique - is podman with unprivileged users/containers.
owner-uid & owner-gid are set and the "real" user has full access to volume, but chown does not work - should it work and I'm missing some tweaks/property to the volume?
But if this (mis)behaviour is by design, then it would be great to have unprivileged users be able to chown own data to users' subuids - perhaps in future releases - no?
