Duplicate users with Github Enterprise and multiple organizations

I have an enterprise with multiple organizations. Under the "seat analysis" tab there duplications of users (same GitHub ID and same Login) from two different organizations within the enterprise.
Referring to Github docs, there are no duplications of licenses:

If a single user receives a seat from multiple organizations in the same enterprise, the enterprise will only be billed once per billing cycle for that unique user. One of the organizations that assigned Copilot to the user will be chosen at random each month to be billed for the seat.

It might be due to this piece of code here.

I don't think it's this code because it only does paging of results...

If you could make the direct api call with some rest client or GitHub CLI to confirm, we could add a feature to check uniqueness of the results.

Looking at this -

Users with access through multiple organizations or enterprise teams will only be counted toward total_seats once.

So, seats[] could have duplications (just like we have) but they are only counted once in total_seats. And that aligns with a test we did -

1. We simulated the HTTP requests sent from your app
2. Initiated a variable seatsLength which sums up the seats.length value on each response

We received a different (greater) number than the total_seats.

ok, so they way I understand it
GitHub response has:

"total_seats": 10,

but seats[] has 14 because we got 4 people twice - the API returned them?

the expectation is that "Total Assigned" shows 10 not 14 ?

some metrics may also be off - like the "not used" ones?

Yes, that's the behavior we would expect.
"Not used" is extracted from the seatsData calculation I mentioned in the first comment.
So I guess removing duplicates from this variable would also solve this issue.
