retire devsim doc

while devsim is usable from gdsfactory meshing (I use it personally), the documentation is severely outdated

removing it from the docs for now

I think if we keep, even if it has issues, someone who needs it may feel compelled to fix it. That person may be you or someone else.

On the other hand if we remove it i think we'll never get back to it :)

I`m working on a better example right now :)

The problem with the current implementation is that it's completely outdated, and confuses people, see for instance https://forum.devsim.org/t/cannot-import-name-fuse-polygons/254
