Missing latest tag for Docker image

The latest tag referred to in the Docker installation instructions doesn't appear to exist.

I am able to pull the master tag, as well as release tags.

You're right, we stopped publishing that. gbdev/rgbds@fa3d83a should fix it

RGBDS 0.9.3 is out, so this would be a good time to manually fix the latest tag.
