Add Discourse link in header

Approach

• Configure a link to BRC's Discourse (https://help.brc-analytics.org/) to right-hand side of site header and site footer, similar to:

and

• Discourse link should open in a new tab.
• Confirm the rel="noopener noreferrer" tag is added. (The Link component should automatically add this tag.)
