support annotating workflow categories to hide 'coming soon' #442

this came up bc we recently introduced a 'consensus sequences' category, which may be most interesting for viruses only. it seems a good idea to be able to not show the 'coming soon' we currently see for categories without workflows for a particular assembly, as suggested by @NoopDog. i can think of several options for doing this, each w their pros/ cons:

  1. annotate workflow categories w a flag to indicate whether to show that category w 'coming soon' if its empty, vs show nothing. (the thing i like here is it seems simple enough to do that id be willing to go for it even if we change our minds later)
  2. annotate categories to only show for assemblies w specific ploidy annotations (feels brittle to me, but has the possible benefit of there being relatively few possible values to map between if thats helpful)
  3. annotate categories to only show for assemblies associated w arbitrary ncbi tax ids (probably what we actually want id guess, though im personally unsure the cost)
  4. dont annotate anything, make the page where you can select a workflow a table instead w category as column you can filter/ search. (theres flexibility in this, in that it lets us categorize/ describe workflows multiple ways. but its work and also we have a couple other moving parts relating to workflows in brc ui/ux right now i think that wed have to figure how this relates to..)
