Project license

Hi.
I have noticed that this project has no license at all, and this makes a lot of confusion on what is allowed to do or not allowed. For example, another user has forked the repository, modified it and used it.
But this is technically illegal without a license. We don't know what we are allowed to do with that code. Could you clarify that?
