adds `equationOfTime` to the suntimes calculator interface
use calculator if available
Improves the accuracy of the apparent solar time calculation by using the `equationOfTime` implementation provided by the calculator.
return POSITIVE_INFINITY if not supported
The timezonedialog uses the calculator (if available) to display equation of time.
