Support for non-julia-developer users

It would be nice to have some infrastructure available to share Pluto notebooks with people, who are not developing in julia and thus have no existing setup there.

I imagine

• an installer which installs julia as well as Pluto,
• a launcher which starts julia and runs Pluto, and
• a windows explorer (or xdg applications) integration to open notebooks from the filesystem by double-clicking.

This would allow to share pluto notebooks with, e.g., coworkers which can read/modify julia code but don't work with it themselves, without having them going through a julia installation and without having them to remember all the steps to start Pluto before they can view and execute a notebook.
Furthermore, this could help a lot in spreading julia in general but also spreading Pluto.
