data:text/html; gets generated as a page #34

Hi, we have a user that seems to almost get the same thing as in #26 - the URL that is tested is https://www.hs.fi/ and I could see pages generated from the URL data:text/html;charset=utf-8,<html><body></body></html> - I do get the same in Firefox 132, I wonder if something maybe changed there, or of this is an issue we have missed before.
