Disables testDeepUpdatesWork and testServerIncrementOverflowAndTypeCoercion in FData.m due to flakiness.

Comments updated to include TODO.

Ref: #15103

Tests pass locally with the RTDB emulator running. Not sure what's going on when running on CI.
