N Move Hard Limit rule

From a discussion in Discord #general, 2024/10/22:

A configuration option for something like nMoveHardLimitRule:

```
#The game cannot last longer than 200 moves.
nMoveHardLimitRule = 200 
```

The base assumption is that it would be adjudicated as a draw, but maybe there is a specific nMoveHardLimitValue option or it uses materialCounting.
