Not Honoring Padding On Initial Scroll Position

I have paddingTop="?android:attr/actionBarSize" and clipToPadding="false" set on the view. Upon app launch, the content is scrolled by the action bar size rather than being at 0.

Until this is fixed you could use a header view to get going. Not great I know.
