Stable Specifications table contains broken links (404 errors)

• All links in the "Stable Specifications" table return 404 errors
• Current format: specs/phase0 → 404
• Working format appears to be: specs/phase0/beacon-chain/
• Affects all stable specification links (Phase0, Altair, Bellatrix, etc.)
• Suggested fix: Update table to use correct paths
