Issue Description

Calls to the L2_TO_L2_CROSS_DOMAIN_MESSENGER contract on OP Sepolia fail with error Proxy: implementation not initialized.

Steps to Reproduce

Follow along the interop message passing tutorial.

Deploy GreetingSender.sol on OP-Sepolia, Greeter on any other Superchain. Call GreetingSender.setGreeting on OP Sepolia.

Alternatively use this already deployed contract to call setGreeting:

The corresponding receiver contract is implemented here on Base-Sepolia.
