Display all past submitted proposals, even not executed ones

In the Trx Queue users should keep all past Proposed Transfers from Custodians. There should be an inventory of all Proposed Transfers of drafts, proposals unable to be executed, and executed proposals. This would be valuable for reasons:

1. For Custodians to easily edit and resubmit proposals
2. For any problems relating to proposals, submissions Custodian does not need to retype proposal.
