Restore embeded svg icons

#13603 changes the way icons were loaded. It caused problems in visualization icons though, so it was partially reverted in #13680 and #13702

If this embedding svg is still needed, it needs to be restored properly. If not, the remainings of embedSvgSymbols should be removed.

Progress: Updating and fixing CI issues on framer-motion PR. Verified that svg use targetting embededd symbols doesn't correctly work in shadow-dom in chrome, looking for a workaround. It should be finished by 2025-08-05.

Progress: Given up on using embedded SVG symbols due to browser inconsistencies, as fixing it properly would require embedding a copy of main SVG into each shadow-dom. Removed remains of embedding code and unified how we reference icons. Added a workaround for cross-origin requests to show icons in playwright tests. It should be finished by 2025-08-05.
