Optimize conversation startup times on devices by reducing various internal delays and timeouts.

The SDK was experiencing significant delays in initiating conversations on physical devices compared to the simulator. This PR addresses the issue by aggressively reducing buffer times, grace timeouts, retry delays, and room connection waits, specifically for device environments, to ensure faster agent response and conversation readiness. Detailed timing logs have also been added for further diagnostics.
