Labs: WYSIWYG composer doesn't support editing previous messages using the up arrow #23621

Steps to reproduce
- Enable "Try out the rich text editor (plain text mode coming soon)" in labs
- Refresh to apply changes
- When focused on the composer, press the up arrow

Can cycle through previous messages to edit them
What happened instead?
Can't edit previous messages
