Bliss exported targets

This package exports a target `Bliss`, while SCIP is using `find_package(BLISS)` and a custom `BLISS_DIR`.
`Bliss` and `BLISS` don't seem to be compatibles names.

We should homogenize it all so that there is only one way to find Bliss from CMake.
