Setup mono-repo multi-container deployment pipeline

As a maintainer I want this mono-repo to automatically build and deploy the frontend, backend and storybook containers to Lagoon.

• Add lagoon config
  • Lagoon config
  • Docker compose config
  • Dockerfile
• Generate static pages
• Reverse proxy static pages with fallback to running Node server
