There have been some reports of Windows Firewall blocking the launcher, since it tries to start a web server (albeit one tied to localhost). This can be particularly problematic on computers where the user doesn't have privileged access to the system.
I'm not sure the launcher itself can do much about this, but we should definitely document what to do if it happens.
