[NativeAOT-LLVM] Sync `src/coreclr/CMakeLists.txt` to upstream

We have a lot of logic to skip configuring various components for WASM, but now that there is upstream CoreCLR build, presumably it is not needed anymore.

Also applies to:
1) `src/coreclr/build-runtime.cmd`
