[NativeAOT-LLVM] Using EmccMaximumHeapSize results in an unreachable if set to 16MB, but will work if it's > 32MB (ish?)

Still working with basic programs (hello world with an import), and if you set maximum memory to 16MB it will result in an unreachable for the program. What's all being used for the memory to result in needing that much memory?

While we do reserve quite a bit of memory by default for GC, this should honor the total memory limit. I'll investigate.

This has turned out to be trickier than first anticipated. We have code in the GC to handle the "hard heap limit", but it's not enabled for 32 bit (dotnet/runtime#85844). So a proper fix will take some time most likely.

Meanwhile, there is a workaround of manually configuring the GC segment sizes:
