Implement ZStandard Stream, Encoder, Decoder

WIP implementation for #59591. API shape subject to feedback and evolution.

Followups:

• Benchmarks - Add benchmarks for Zstandard performance#4974
• Fuzzing? (not sure about usefullness here, zstd has it's own fuzzing code, and there is not enough .NET code in the wrapper worth fuzzing)

This should be upstreamed. You can link the PR in -version.txt file (see libunwind-version.txt). We've avoided adding patch files like these to the repo in the past.
