NativeRuntimeEventSource generates a large manifest that is never used

In #78213 we stopped emitting the manifest for NativeRuntimeEventSource but we still generate the manifest. It is a very large manifest and adds noticeably time to startup. We should stop generating the manifest since we never use it.
