.NET 8 dotnet/runtime Testing for Debian 12 (Bookworm)

With Debian 12 in pre-release, container team plan to create .NET 8 images based of Debian 12. Following the discussion in here dotnet/dotnet-docker#4322, this issue is for testing the dotnet/runtime for Bookworm before .NET 8 preview 1.

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.

@dotnet/runtime-infrastructure we plan to replace Debian 10 usage in our test matrixes with Debian 12 (dotnet/dotnet-docker#4322 (comment)). Any objections to that? cc @wfurt

It seems to lack compat OpenSSL 1.1 e.g. offers only OpenSSL 3. That will currently break QUIC and HTTP3.
Conceptually, this is problem with MsQUIC but it is current limitation.
I think it is OK to move forward as our users will do anyway.
