This PR addresses the UI test image failures that occurred in the net10 branch #31699 and includes updates to improve rendering and test stability across platforms.

  • Replaced snapshots for ProgressSpinnerNotDisabledOnStartup, ProgressSpinnerRemainsDisabledAfterSwappingContent, VerifyFlyoutPage_BackgroundColor, VerifyFlyoutPage_FlyoutLayoutBehaviorPopover, VerifyFlyoutPage_IsEnabled, VerifyFlyoutPage_Titletest case.
