This PR intended to fix issue that reported at #9879 (comment).
Currently
docsconfig don't havexrefentry.And then docfx silently ignore unresolved
xrefentry (Whenalt/altPropertyspecified. it render plaintext alternatively).This PR add
xrefconfig to resolve xref resolver issue.
