Reinstate #33221

This PR reinstates #33221, which was reverted because it was merged too soon. It adds some text recognizing that the features documented in #33221 are going to be backported to 8.0.

The commits at present are as follows:

• redo33221 This reapplies the original PR by @amcasey which was reverted because it was merged too soon. This affects 5 files instead of the original 4 because the original made a change to the <.NET 6 version, which is now in an include file.
• adjust ms.date Ignore, only affects ms.date.
• Markdownlint Ignore, only inserts a blank line.
• update trustCertVSC.md Add text recognizing that the changes are in recent versions of 8 too.
• update docker-https.md Add text recognizing that the changes are in recent versions of 8 too.
• update docker-compose-https.md Add text recognizing that the changes are in recent versions of 8 too.
