.NET 10 Blazor Hybrid rewuires targeting Windows 10+

Description

Currently the tutorial says (or rather says nothing) to use the default TFM of net10-windows which is Windows 7. The new WebView2CompositionControl appears to at least require Windows 10.

This landed in .NET 10 RC 2: dotnet/maui#31777
