Bug: Explicit RBAC checks not required for Super-admins

RBAC checks are being made in loop, ideally this should be in Batch, however these checks are not required for super admins

👟 Reproduction steps

Resource Browser listing takes around 20 seconds in case cluster has more than 1000 resources.

👍 Expected behavior

this should not happen, even in case of large number of resources

👎 Actual Behavior

page takes around 20 secs to show pod list
