Bug: Helm applications are not visible on the Devtron UI when deployed using ArgoCD

📜 Description

We have deployed some Helm applications using ArgoCD, but after sometime they are not visible on the Devtron UI. Although their ArgoCD applications are present on the ArgoCD dashboard.

Upon checking the app, installed_apps, and installed_app_versions tables, we observed that the active field is set to false, and the deployment_app_delete_request is null in the installed_apps table. We also noticed that the application was last updated by the system user (id=1).
