Facility Locator is not redirecting some facility IDs to their modernized pages

Describe the defect

When finding a facility on the VA.go Facility Locator, clicking the link to a facility should take the user (redirect) to a fully developed url.

Steps to reproduce the behavior:

1. Go to va.gov/find-locations
2. Scroll down to the search fields and enter 'Saginaw, Michigan, United States', and select 'Vet Centers'; click 'Search'
3. In the results, Great Lakes Bay Vet Center will appear
4. Mouse over the link to see the url: URL
5. Click the link to be taken to the page
6. However, navigate to https://www.va.gov/saginaw-health-care/locations
7. Mouse over the link to Great Lakes Bay Vet Center to see the following URL
8. Click on the link to see 'Sorry, we can't find that page'

There was a recent name change to this facility (from Saginaw Vet Center to Great Lakes Bay Vet Center.
Another, similar situation is happening with the recently changed Chicago Heights Vet Center (now known as Richton Park Vet Center).

This ticket title is misleading, the Facility Locator isn't involved here. What you are actually describing is that you are having an issue with the Vet center locations listing page. However this isn't actually an issue. This is happening because /saginaw-vet-center no longer exists and the URL with the Facility locator ID was redirected way back when to go to that URL. A redirect needs to be put in place for the new URL. That ticket is here: #21495
