Portable Tasks

Is your feature request related to a problem? Please describe

As a bundle creator / deployer who works local for dev, and in multiple CICD systems, I would like a programmatic way to include tasks in the bundle (i.e. a similar experience creating / deploying uds bundles across local dev, airgap environments and multiple CICD systems).

Describe the solution you'd like

• Given a UDS bundle
• When uds create
• Then I have the ability to opt into including the maru tasks for use on the deploy side
