Migrate GoldenLayout tests to Jest

GoldenLayout currently uses an old version of karma for testing. Ideally we should migrate the tests to work on Jest so we can more easily run all tests from the root of the repo

This may not be that easy since karma runs tests in an actual browser while jest uses jsdom to mock the browser
