Hi,
you can't just publish all the rules with a huge GPL license for the repo. If you grep for the license = in the rules, you will find many other licenses, which are not GPL compatible like BSD, MIT, Detection Rule License, ....
Anyway I think the better solution for your project is to include functionality to download the most recent version of https://github.com/YARAHQ/yara-forge because that will include more rules, is always up to date and has no license issues.
