[Core] `state_modified_compare_vars` behavior flag

state:modified.vars is a new selector, opt-in method behind the state_modified_compare_vars behavior flag (default to False)

hey @dbeatty10 , the docs team was wondering the status of this. is this still blocked by dev?

@mirnawong1 dbt-labs/dbt-core#4304 is still blocked by dev, and it's going to be bumped from v1.9 to v1.10.

So I'm going to close #6222 in favor of a new docs PR for v1.10.
