[Bug]: Missing reasoning effort in agent builder for omni models

What happened?

When I create an agent and set it to o3-mini model, it does not allow me to configure reasoning effort

Steps to Reproduce

1. create new agent
2. set model to OpenAI o3-mini (or other omni model)
3. you will see top P, temperature - but no reasoning effort

What browsers are you seeing the problem on?
