Create `cosmovisor version` command

Summary

We started to make versioned cosmovisor releases. However, once a binary is installed, we can't know which version we are using.

Proposal

Add

cosmovisor version

command which will output a version in a similar way to simd version.

We need to be able to get the underlying applications version as well though. This is a really important sanity check / debugging method when working with many different validators configurations

During the last call we learned (from @aaronc ) that the cosmovisor should be designed as a wrapper for the appd. Which means, the expectation is that a user can link cosmovisor as appd and use it like appd. So we should not add other specific commands. version will be an exception here and it's behavior is following:

1. print version of cosmovisor
2. and then continue by running appd version (passing "version" argument to the underlying binary)

So I think we should not use cobra, and instead check if os.Args[1] == "version" and execute the version print.

@robert-zaremba I had a call with @jgimeno earlier in the day regarding this and have updated the PR with the relevant changes for that and removed cobra
