HealthCheck timer tries to execute HealthCheck when container is paused

Issue Description

When the container with the HealtCheck timer is paused. The timer is not paused and still attempts to perform a podman healthcheck run.

3. Wait a few seconds (6s)

The timer runs even after the container is paused. Systemctl displays an error:

The timer should be stopped or removed when the container is paused. If the container is unpaused, the timers should be started or recreated. The correct behavior could be the subject of discussion.

I don't think this needs to be fixed urgently, but it does feel like a bug - consuming CPU unnecessarily and spamming the logs for something that Podman knows about and can handle sensible.

FYI, we use a transient timer so there stopping == removing for these. So basically podman pause/unpause would need to the the same as podman start/stop regarding the timer. Although the one problem would be that the interval is no longer kept properly, each unpause would trigger the unit right away currently but that should be a edge case that can be ignored IMO.

And I agree it is not urgent given no user reported this so far.
