Admin metrics view

## Context

Create an admin-only view for getting stats on app usage.
A simple page for accounts by specific user IDs. 

## Expected Behavior

This initial version of this page should include the following: 
- Published articles count
- Draft articles count
- User count
- A list of the tags currently used and counts
