[UI] Update /login to support redirect option

Following along with this notion doc.

For this ticket, we need to update the path function for the /login nav link so that it takes in an optional string argument titled redirect that is query stringified, and appended to the returned path string.

1. Move /login from useStaticNavLinks to useNavLinks
2. Add a to option to the /login path function
