Add Cloudwatch to Playwright.tf

🗣 Description

Add the Cloudwatch logging group to the Playwright worker ECS task.

💭 Motivation and context

This is needed to be able to debug why the Playwright Regression Testing is failing in Github Actions but works in terminal.

Lets leave the logs where they are. They are found at crossfeed-staging-worker, then filter for playwright. It looks like we dump all logs for all things into a single bucket for each environment. Lets hold off on this PR, place in Draft for now
