Expose the execution deadline to exec watchers

Watchers should be passed the execution deadline as an environment variable so they can setup timeouts accordingly

Something along the lines of a unit of (milli?)seconds of budget?

Not sure of shells could easily use Millis - probably could need to check the “timeout” command arguments
