ENH: Add changes of the number of stocks reaching surged limit #20
Description
In Chinese stock market, a 10% cap is set for the max/min percentage change for all stocks. And indicators calculating the number of stocks reaching those caps can be viewed as an important factor to determine the market sentiment.
