GitHub Action tags and Docker tags are mutable. This poses a security risk. GitHub's Security Hardening guide recommends pinning actions to full length commit.

@cpanato should chainguard-dev/digestabot be part of chainguard-dev/actions ?

@eslerm no digestabot have their own repo, that is used by customers and others, the chainguard-dev/actions outside people uses but that focus is for internally only
